Dear Councillor Hill
Thank you for your letter of the 20th (click
here to read the letter) and for taking the time to write
to us and address our concerns regarding Boston issues. As you
realize, we are deeply concerned about the way forward for Boston
and are giving our time freely in the hope that we can, in some
way, help a way forward.
You rightly stress to us that the Greater Lincoln transport
Area comprises four authorities whereas in the Boston area there
is only the two, namely yourselves and Boston Borough Council.
Unfortunately, the Committee of the Lincoln JAC comprises more
than the four authorities. There are representatives from the
Environment Agency, Lincolnshire Enterprise and EMDA.
If a JAC was set up for Boston it would help to alleviate some
of the situations that have arisen recently. To quote a few
recent examples:-

Boston Borough Council passed a recent planning
application even though your representatives recommended the
application be declined due to access problems.

At the time of the Public Consultation on
the Boston Transport Study, it was reported that a large-scale
development was to take place in the West Street area of Boston.
This would involve re siting the college with its car parking
facilities of about 500 cars into West Street. I discussed
this with David Woods at the time and he was not aware of
the proposal. This development would have a large impact on
Boston’s transport problems.
In your letter you stress that Boston Borough Council works
proactively with yourselves but we do not agree that this is
happening and more action should be taken by our Borough Council
to press for resolutions to our problems. To this end, you will
realize that Councillor Richard Austin has set up a Bypass Independent
Party to contest all the local wards in the May elections. Although
our Group is not putting forward any members to contest the
seats, we understand Councillor Austin has 16 prospective candidates
at present. We will actively support any candidate who has our
own bypass aspirations at heart, as like Councillor Austin,
we do not believe that our present local Councillors have done
enough.
Whilst supporting Councillor Austin’s Bypass Independent
party, the BBEG will continue to actively involve ourselves
in the endeavor to succeed in transforming a declining Boston
Town into the rightful place that it deserves and fully recognise
that the Lincolnshire County Council Executive Group are wholly
responsible for making any changes to the road infrastructure
in Boston. The economic prosperity of the town gets worse by
the day, ask any retailer.
We ask you sincerely to reconsider your decision about a JAC
and thank you once again for taking the time to respond to us
and for reassuring us that you welcome our input and we will
willingly work towards making Boston a better place. To this
end, we would welcome a discussion with yourself and Councillor
William Webb, after the Transport results are announced to see
a way forward and we would gladly meet at Newland if you see
fit.
